Course Description
ESPOS Budgeting & Purchasing Fundamentals class is a one-day training program provides law enforcement executives, supervisors and personnel who are responsible for budgeting and purchasing functions within a law enforcement agency in New Jersey the fundamentals to that are the key to understanding these unique subject areas. The course covers various areas including the budget process, planning a budget, monitoring a budget, purchasing and the relevant aspects of the New Jersey Local Public Contracts Law and Regulations specifically from a law enforcement perspective.
Nick Breiner, CPM, QPA will be facilitating and presenting this course along with Ed Esposito, CPM.
Nick brings three decades of distinguished public service experience to this program, including service as a Police Director, Assistant Township Administrator, and Division Commander with extensive expertise in police administrative functions. As a Certified Public Manager with a master’s degree from Seton Hall University, Nick has been involved in all the various aspects of law enforcement budgeting, purchasing and capital project management during his nearly 30 years in law enforcement. As a Qualified Purchasing Agent, Nick has overseen public bids, contracts, requests for proposals (RFPs) and managed government contracts.
Ed and has over 26 years of law enforcement experience with a majority of his tenure as a Captain with a wide-range of responsibility and input at the command and executive level. As a Certified Public Manager with a bachelor’s degree in criminal justice, Ed has wide-ranging experience in law enforcement purchasing, capital project management, grant writing, calculating accurate financial impacts of labor agreements and the proper disposition of excess and obsolete property. Ed has overseen and managed grants, capital infrastructure, capital equipment and led modernization initiatives that significantly reduced reoccurring expenses.
